Duterte tells troops that they can RAPE women in 'joke' as he rallies soldiers battling foreign fighters in ISIS 'invasion' of besieged Philippines city

Please spare the women but can rape the rebels as much as you like

President Rodrigo Duterte made the 'joke' on Friday as he visited a military hospital near Marawi, the city in the Philippines which has come under attack by the ISIS-affiliated Maute group. Solicitor General Jose Calida said earlier in the day that foreign fighters had come to his country after failing to join ISIS in Iraq and Syria. So far the battle for Marawi has claimed the lives of 11 government troops and 30 ISIS fighters, according to official figures. ISIS propagandists claim to have slaughtered 70 government soldiers.
