We have an outfit called the Majlis Keselamatan Negara or National
Security Council. The MKN is the grand daddy of the security apparatus in
the country.
In theory nothing should get past them. Sadly this is not the case
anymore.
Our country has a few 'intel' outfits. Other than the MKN there is
the Research "Wing" at the PMO. They used to have an unlimited
Budget. Very highly secretive. So secretive they may not know what
they are doing. (Thats a joke ok). They must be working late into the
night now. Kimchi is ulam masam lah, sometime buried in the ground inside
jars during winter time to "cure".
Then there is MI or Military Intel. Less said the better.
The biggest "intelligence" outfit is of course the
Special Branch or SB. Until now the SB is top notch - world
class.
Of course that hand grenade attack 'slipped through' in
Puchong. But they say they stopped a massive car bomb attack by four
Yemenis during the recent Saudi king's visit. Imagine if that had 'slipped
through'.
The intel people sing whatever tune they are given. If the
bosses tell them 'Cucumbers are bad for Malaysian security" they
will repeat 'Cucumbers are bad for Malaysian security" They follow
orders.
I think over the years their independent thinking has shrunken
substantially. Wait for Part 2.
Once in a while they do say things that are sensible. But
unfortunately they speak to people who may not have sense.
Here is an example. Here is a clip from the Majlis Keselamatan
Negara's website (which will most likely be removed after this) dated
July 2016 where the MKN has recommended that the gomen impose VISA requirements
on travellers from "conflict prone areas" in the Middle East.

(Err.. for those 'dont-know-why-I hate-Trump' type Malaysians, this is exactly, exactly what Donald Trump has
said and done.) Its called protecting your national security.
At least on this matter our Majlis Keselamatan Negara feels the
same way (as I do) - the Middle East exports trouble.
Err...just like you folks I dont have any problems with the 2
millions Indons, the 2 million Banglas or the half million Nepalis in the
country. We just love them dont we ?
The Myanmars (Buddhist), Muslim Rohingyas, the Central
Asians, the Uighurs, the Afghans, Pakistanis, Iranians, Nigerians, Colombians,
the north Indians err .. we have to talk. "Conflict
prone" people.
Anyway back to the MKN, quite obviously their advice to the
gomen to impose visas on Middle Easterners has not been
heeded.
Not only can the Middle East people come here without visas, but
they can stay here almost permanently. They run businesses (usually
restaurants - all the mendi rice, mendi chicken, mendi kambing tastes alike
lah.) Many of them live well without any obvious source of
income. Maybe they are independently wealthy.
So the gomen does not listen to the MKN's advice. Gomen policy
allows the trouble causers to come into the country by the planeloads -
no need for visas.
Then they expect the Special Branch and the Police to sniff out,
chase after and thwart all these trouble causers.
The most urgent skill set for the Civil Service now is "How to
handle dumb bosses".
